Dr. S K Loy, founding member and past president of CLASCMA, has more than 25 years of senior management experience and hands on practice in retail business, shopping malls and theme park management. His experiences include :

  • Branding, Brand marketing and management
  • Retail Business Operation and Management
  • Franchise Development and Management
  • Shopping Center / Mall Site Selection
  • Design, develop and implement retail strategies for shopping centers with innovative leisure, cultural, entertainment themes and multi-elements that add lives to shopping centers.

These activities differentiate and bring out the outstanding elements of vitality and spirit of shopping centers through development of recreational and entertainment facilities as well as promotional events for large major shopping centers.

Dr. S K Loy had also involved in retail consultancy work with major retail organizations in Singapore, Malaysia, Brunei and Indonesia which include such as Duty Free Shops (DFS) of Singapore, Emporium Holdings Group, Japan 10 Harper Group, Singapore Paragon Mall, SOGO Japan, Metro Group.

He has also provided financial advisory and consultancy services to renowned companies which include HeShe Holdings, Diamonds Department Store, Eros and E2 Fashion Lingerie and Undergarments, Liaoning Foreign Exchange Business Center, Broadway Department Store of Peoples Parade Mall in Wuhan.

Wuxi Singapore Industrial Park, Xinyu Department store / Garden City Plaza in Wuxi, HuaHui Department Store of Xiamen, Ningbo Golden Centre Department Store (Ningbo), Shanghai Pacific Regency Plaza (Shanghai) ,Yantai Shopping Center (Shandong) just to name some.

Currently, Dr. S K Loy is Karstadt AG, Hertie (China)’s appointed consultant responsible for investment in developing retail malls and related businesses in mainland China and  ASEAN countries. He is also the Chief Representative of Singapore for China’s Well Off Group Investment Holdings Limited; Honorary Director of China Environmental Protection Foundation; Beijing Language and Culture University – Singapore Education Committee Member, Trade Promotion Officer of Jamaica Chamber of Commerce and President of InterAsia Capital Fund  Management Limited.

Graduated from Singapore Nanyang University with a Bachelor degree, Dr Loy had further his professional retail business management studies  in Japan, USA and award PHD and other professional certifications.

prof-magayson Prof Dr. Perumal Magayson, founding member and past Secretary General of CLASCMA, specializing in Logistics and Supply Chain Management, comprising of the value chain which includes Purchasing, Transport, Production, Warehousing, Logistics, Customer Service and all Management processes. Prof Magayson holds a Doctorate in International Trade with Canterbury University UK, Masters of Business in Logistics Management and a Post Graduate Diploma in Transport and Distribution Management from RMIT University, Australia. He was a member of the Institute of Logistics and Transport, The Chartered Institute of Transport and a Consultant with Supply Chain Organizational Re-modelling (SCOR) USA. He was a Professor with Canterbury University.

Dr Magayson is also a Technical and Further Education (TAFE) Teachers’ Trainer and an AQF (Australian Qualification Framework) Assessor. A Ministry of Education, Singapore, approved trainer, he is the Chief Learning Officer of the Academy of Logistic. He was an Adjunct Lecturer with University of Southern Queensland, a Fellow Teacher with Swinburne University of Technology, Australia, a visiting faculty with Burapah University, Chong Buri Thailand, and a senior visiting lecturer with Nanyang University of Technology, Singapore, delivering Logistics and Supply Chain Management programs. His accolades include The Singapore Excellence Award for Logistics in 2007 and The Indian Achievers Award for Education Excellence in 2008. He is listed in the WHO’s Who Historical Society for Logistics Education Excellence (2008) Washington D.C.

Capt. Paul Maung Maung Latt, BA. Master Mariner ( F.G.) MNI, is

Serving as Shipping and Logistics advisor and consultant for Ocean and Orient Shipping Co Ltd. as Country Representative for APL, AET, APEX, Dockendale, UOSM shipping companies. Also, advisor for Thacos Maritime Co.Ltd.

Lecturing for in house training for safety at sea and security awareness. He also played role in Logistics consultant for INGO’s, Sr. Logistics coordinator for United Nations/World Food Program (Afghanistan, Khartoum-SUDAN, Cambodia, Freetown/Sierra Leone, Monrovia / Liberia)

He has instituted the most adequate mechanism for tendering transport rates (RFO) and contracting System; ensured adequate short listing of all potential transporters; worked closely with local transport committees in order to ensure accuracy, transparency and timely processing of all RFOs; monitored and revised rates to ensure landside transport storage and handling (LTSH) rates were kept in accordance with prevailing costs; regulated exercise on evaluating cost components of LTSH matrix; devised a system for LTSH fund management and timely payments of all vendors.

He has served as Master onboard for M.V.Sapai Pure Bulk Carrier, and as Chief Officer for M.V. Wien Pure Container Vessel.

Implemented logistics standards at Logistics Units in accordance with guidelines set by Office of Transportation (OT). Introduced Landside Transport Instructions (LTI), ensuring timely implementation of decisions / directions issued / taken at Logistics meeting and by OT.

During Post 911 Afghanistan emergency, played a key role in coordinating the delivery of food commodities (300,000 metric tons) inside Afghanistan utilizing Iranian, Pakistani, Riga and Turkmenabad corridor. Made special arrangements with transporters, suppliers and governmental authorities to enhance the smooth transitional capacity of all Logistics Hubs located outside Afghanistan.
